That's suspect that they would care about that. Perhaps some attempt at delay with any argument, or Iranian funding behind it, because the Iranians are the ones causing there to be no deal. It's simple economics. Their Persian Gulf oil and gas would be worth less if the Caspian is developed, so they're against any development in the Caspian, and will delay under any guise any "deal" on the Caspian. They will also support terrorism with jihadi front groups in resource or pipeline regions to deter investment and development. It's a profitable arrangement.

Putin isn't playing games any more though, except on the surface like all nations do. He's cutting deals with the other nations, though the Turkmen leader might be cowed by Iran.

Environmental concerns are always there, and care need be taken. As for the depletion of sturgeon, overfishing has already done that as is well known. Earthquakes? INteresting, but have they occured any where else like he proposes.
