Your data is misleading. Your grandpappy's smallpox caused about 30% fatalities in outbreaks historically. That would be about 300,000 dead in a population of one million. In that same population of 1 million, if everybody were vaccinated, including those with histories of eczema, other skin diseases etc, there would be 1 or 2 fatalitites and maybe up to a thousand reactions to the vaccine with about 50 of those being very serious.
Of course, this isn't your granddaddy's smallpox, it's weaponised and possibly turbocharged. The vaccine can be given up to three days after infection and it will act to prevent any serious onset of smallpox in most cases. It will mitigate up until approximately 7 days after infection.
I'd say the government would be derelict in it's duty if they hadn't oredered enough vaccine for everybody in this country.
