A good leader can turn a rabble into an army and win. I give individuals with first-hand exposure to the agency who say there are a few good agents the benefit of the doubt. I continue to believe we have people with the wrong skills and mind set as agents.
A child understands instinctively that state-sponsored terrorists can't be brought to justice through the criminal justice system. In effect, it gives every terrorist one free terrorist act. If that act is a nuclear detonation, conceding the loss of Mid-Town Manhattan to build a case of spitting on the sidewalk is not very attractive. Moreover, it's hard enough to find, fix and destroy terrorists. Arresting them would require superb intelligence and the cooperation of local authorities, assuming there are any. You and I understand this.
Reportedly, the first time Mueller met with the National Security Council after 9-11, he told the assemblage the FBI wouldn't do anything to jeopardize future prosecutions against those responsible!!!! Reportedly, Cheney nearly had his 5th heart attack on the spot. I would have given my life savings to see the expressions on Rumsfeld's, Wolfowitz's and the President's faces. Think of Rumsfeld's expression when asked the dumbest question from the dumbest reporter on the planet -- for the 3rd time in the same news conference.
If true, that makes me question Mueller's IQ. If we're relying on him to develop a General Field Theory of Physics, we're in trouble.

That's the major problem with the FBI being effective in the war on terrorists, foreign and domestic. They think prosecution/convictions but early apprehension of suspects has to become their first priority, as you've indicated.
