Here in North Carolina, that meant it was the last major police agency to get a fax line - even as faxes got dirt-cheap! It meant having only seven agents to cover this state and South Carolina - as this state was invaded by hordes of illegals starting seven years ago; it wasn't until years too late they got more agents here. It meant obsolete Chrysler K-Cars with 4-cylinder engines and no two-way radios for their agents.
