Israel's Mossad has activated "sleeper" agents in Saudi Arabia and Yemen after Prime Minister Ariel Sharon ordered his secret service head, Meir Dagan to track down the planners and perpetrators of last Friday's dual attacks in Kenya.
Quoting a well-informed source, the London Sunday Times reported that Sharon summoned Dagan to a meeting following the attacks and told him: "War has been declared on the State of Israel by the global Islamic terror syndicate. Change your priorities and get them one by one."
Codenamed "Warriors," the highly trained sleeper agents are said to volunteer to live undercover in Arab states, remaining dormant unless war breaks out. In such circumstances, their mission is to undermine Arab plans for strikes against Israel.
The last time the Mossad received such orders was in 1972 when then-prime minister Golda Meir ordered the assassination of Palestinians who were involved in the killing of Israeli athletes at the Munich Olympics. All but one were assassinated in an operation that ranged over several continents and over six years.
According to the British paper, Sharon's order "promises to have momentous consequences for the conduct of the war on terror." (Albawaba.com)

You can't play all your chips in one hand. If these sleeper agents exist, I imagine they are something you would want to reserve for only the most essential -- like to find out if Saudi has nukes, or to provide disinformation/sabotage during a major war.
I don't think Israel's problem is one of military strength or intelligence. I think their problem is that they are being heavily pressured to be measured in their responses.

Apparently so. Following each new terrorist outrage in Israel, it seems the US government leads the "chorus" of "world community" voices in demanding that Israel exercise restraint. I believe this policy of demanding restraint on the part of our allies who have been sinned against originates from the state dept and Colin Powell. It then gets pushed in front of GWB who seems to blindly and without much thought buy in.
The conclusion is almost inescapeable...and has been for years...that the state dept does not want peace in the mid-east. They cannot possibly be as stupid as they appear...even coming from the Ivy League.
Timidity in the persuit of terrorist perps is no virtue.
