Population assistance has been a major part of the United States' foreign aid program since 1965. This document, the first in a series of working papers on U.S. foreign policy toward Africa, is based on memoranda from the National Security Council which have been declassified since mid-1989 and on reports by the General Accounting Office and private publishers. Its purpose is to provide background on objectives which form the basis for U.S. population intervention in the developing world.
