Well, the Articles of Confederation were adopted in 1779 and operated as law until Washington was inurguated in 1790.
That customs house collected ZERO revenue of ANY type for the federal government before 1790 --because the Articles DID NOT ALLOW for federal taxes, tariffs or revenue gathering of -any- type.

Now, or course the federal government spent money prior to 1860 and the source of the vast majority of that money was tariffs on imported goods only. Taxes/tariffs etc. are PROHIBITED on the products of any state per the Constitution. It might interest you to know that the so-called CSA DID tax STATE EXPORTS -- for emphasis, this practice is forbiden in U.S. law.
