I think this may cause some heartburn with some.

I do like the idea of competing for the dole. Our foreign aid outlays are indeed smaller as a percentage of GDP, but we make up for that in other ways that are not put into dollar and cents terms, such as military assistance, grants, forgiven loans, IMF and other funds that we allocate.

Then on the other hand, the world view of the U.S. as a bully and hothead seems to be growing. Something does need to be done but free money breeds contempt.IMHO.

A thought just crossed my mind.

I would be for this if we took our U.N. dues and put them in this fund.

After we padlock the N.Y. offices and put it up for rent.

Isn't the Millennium Challenge Account set up away from the hold of the United Nations control?

What was the matter with just leaving this be? Why does an entire agency need to be formed?

When this agency and I am sure many others could deal with this so called account I never voted, nor asked for.

Don't worry Retired Disabled Veterans are paying for this program with their pensions that are stolen by Bush, Rummy and Company.

I guess foreign aid and aid to illegal migrants in the US is a higher priority than paying disabled veterans the retirement pay they've earned by serving 20 or more years in the Armed Forces of the United States.

What am I missing here? I didn't read the entire article word for word, but I derived from this plan that Dubya is trying to stick to his 'compassionate conservative' format by floating a possible 'trial balloon' to the Congress on aid to these poor countries - keyword being "POOR".

What has the Rat Party accomplished in the way of aid to poor countries? I know they talk a lot about it, but do they (have they) actually accomplish it, other than financing dictators for building their palaces while supressing their people? Do the masses ever see the benefit of the funds?

I know we (private sector and government) already give aid 'until it hurts' to countries in need. Maybe this is an added way to play down the 'greed' factor here in America, bring more and more people and countries onboard, win the the 'hate war' we are suffering from by Islamic nations (claimed mostly by the Left), and show to the world that the radicals have no reason to 'hate us'.

Just my take on this. Can't be sure it is valid argument, but then I'm not in Dubya's camp or of his caliber either.
