There are differing levels of lawbreaking and punishment- if you jaywalk you may get a ticket, if you steal you'll to go jail, but either way you've broken the law.

Ditto to a drug user/pusher and an illegal alien. One may go to jail, the other gets deported. But we shouldn't be rewarding either of them. Otherwise, I want to know, what laws can I break and get away with?
