What's important is that American society sees a possible migratory agreement in a positive light," Castaneda said.

It's one thing if WE decide we need a temporary worker program and WE say who can and who cannot get into it. One thing too ---the more the Mexican government sticks it's nose into this issue, the more American society sees it all in a negative light. Keep talking Castaneda.

I wish I had thought to frame the argument that way. You are exactly right.
What I had been trying to say is that I think we DO need a temporary worker program. And, yes, we should be the ones to say who can come and where they can work. As I've said in other posts, in my area, these workers are needed for many jobs. Others think they aren't needed where they live. So there may well be needed restrictions on where they can go, and what jobs they can take.

The most sensible idea would be to have an enforceable guest worker program and to really crack down on illegals. That would serve all interests best.
