Last night I saw a detailed report about this. The whole thing stems out of Bush's challenge to Canada (and other cheapskate countries ala France) to put up or shut up, to start chipping in their fair share of $$$ and other resources when it comes to NATO and the new challenge to create a rapid deployment force. The Canadian cheapskates weren't too happy to hear this, what with their people already taxed 50% and they don't want to give a cent. That is the origin of this whole comment and frustration on the part of liberal Canadians that they're now being called to account by Bush - who's right - and another reason we now have six new partners on NATO, countries which, unlike Canada and France, understand the price of tyranny and the costs of freedom.
