He was clearly playing with the photographers outside.
Some woman opened the door to the balcony for him and he came ouside smiling holding the baby with his right arm wrapped completely around the child under him arms. The kid had a towel over his head because he does not want pictures of the child's face. Jackson very briefly holds the child just to the outside of the rail as if to show him off, then brings him back inside.

Bet he thought it was cute at the time, and he had a good grip on the kid, but it was stupid and put the child at some risk for no good reason. He will be sorry for this one.

The baby was squirming a lot while he held it over the balcony railing.. it was nothing but a toy for Jackson. One he bought.

He's going to have the kids scared to death of strangers if he continues to put "towels" over their heads. There are plenty of kids (think Princess Diana) who've been taught how to ignore cameras or not be bothered by them. He's not parent material.
