It was in a book I read a few years ago--can't remember which one. The author was talking about the terrorism threats we'd received (unknown to the public at the time). He mentioned that a stinger had been left at the side of a road and was found by a state trooper. It was interpreted at the time as a message to the WH. (Toon was president then).
While I don't remember the details, the point is that we were getting terrorist threats prior to the Atanta bombing and the TWA 800 shootdown --which may be why Toon turned down Sudan's offer to arrest bin Laden in June of 96--yet the Atlanta bomb was blamed on Richard Jewell, and TWA was blamed on the center fuel tank.
