Shortly before the filming of the 60 Minutes 'Gennifer Flowers, Standing by my man performance', Hillary asked Lloyd Cutler what she was going to get out of the deal. He asked her what she wanted. And she answered, "I want domestic." So, for agreeing to help her husband out of the whole Flowers problem, she was promised the entire domestic portion of Bill Clinton's job.

Now, if you look at the job of the President, how much of his job is NOT foreign relations? Something like 80%. So, I would conclude that Hillary WAS, in fact, the domestic president.
