No, Poohbah, the farmers paid on the government LOAN for years, and finally paid off the note. The water was theirs, they owned it, and the government contract marked "paid in full" said so.
Nonetheless, the government still required that the farmers pay for the water they had already paid for.
The Klamath Tribe? They use the lake also. That's the way eminent domain is supposed to work, Poohbah; everybody benefits.
