Putin can say that because the world doesn't hate Russia. They hate America however and will attack Bush for even mentioning the attackers were muslim.

Our interests diverge in some repects, but we have a common interest in dealing with Islamic terrorism. Putin has already cooperated with us in the war against the Taliban, allowing us to use bases in countries belonging to the former Soviet Union just to the south of Russia--which he could easily have denied us if he had wanted to.

Putin may be a hard-ass and may be attempting to justify his military actions, but in this case I believe he is correct and is probably even underestimating the strength of numbers, proportion of Muslims involved, and determination of their intent.
