Dems do not fix problems. They identify them and accuse Republicans of stopping their ability to 'fix the problem.'

Locally or nationally, fixing problems is not in their self-interest. Now, too many of their traditional constituents - all identified by some minority status - are realizing that life could be better if they do not stay in the 'victimized' category.

Exactly right. The Dems consist of the "elites" (the Hollywood crowd, the politicians, the lawyers, etc.) and the groups of "victims" who continue to give them power.
Sooner or later, the "victims" figure out that the elites won't give up any of *their* money or power to help. Then they have a choice - whether to try to help themselves or to scream even louder about their victim status.
