Will the ban include the millions of French rifles already available in near-mint-condition with only minor scratches on stocks??

I don't know about that. And though some of the MAS rifles from the days of the Foreign Legion, Marine and French Para Regiments' activities in Indo-China, Algeria, and Africa were reasonably well maintained, they came by their scratches and dings fair and square. But they are, as you observe, a good bargain for the price, as well as an interesting historical item.
