It all comes down to the question of whether or not the vaccine is safe. If is IS safe, then it makes sense to innoculate the population (or the vast majority), as then it would make NO sense for a hostile country or terrorist to attempt to utilize that sort of attack. Smallpox IS a very contageous disease, so it would make sense to immunize against it.
