This is news? I think regardless of the Security Council Resolution, the no-fly zone cat and mouse game won't change. I don't think Bush will use this as a "new" provocation.

Don't forget, the President was a pilot, and knows that a SAM trying to fly up your exhaust pipe isn't a small thing.

This is a clear breach...

As pointed out in the following AP story (http://straitstimes.asia1.com.sg/world/story/0,4386,155176,00.html):

Administration officials have said the resolution also prohibits Iraq from firing on US and British planes patrolling no-fly zones over northern and southern Iraq.

Mr Powell said Iraq's reactions to enforcement of no-fly zones would be looked at 'with all seriousness if they continue to do that' and it must understand the threat of military action was real.
