I missed this thread all weekend. This dicussion reminds me of the dispute over whether Chief Moose handled the sniper thing the right way. He withheld info that might have led to the capture of Muhammad so that 'vigilantes' wouldn't be encouraged to participate.
Now that's stupid. Had the general population known what the cops did, he would have been picked up or killed long before, and probably taken fewer victims.
Same thing here. The 2nd Amendment guarantees our ability to participate as citizens in the enforcement of law on property not owned by the Government. And on public property, I think the case can be made that we have a right as common owners to enforce the law when no agency is available. (Citizen's arrest ring a bell?)

I wish our yellow rag Gannett "news" paper here in Phoenix had the cojones to write like that Tombstone paper!!!
