I worked as a contractor at Kirtland AFB for a couple of years before a recent move. The incentive clauses available to government contracting agencies can be used to work miracles via contract. We were an incentive fee type contract. Our performance exceeded all contract requirements within three months of starting the contract.
The only problem the government has when they contract a function is that it still takes them several years to get rid of the folks who used to do the job.

One problem is that the Civil Service is allowed to bid on services. They hide their retirement and health costs, so their bids come in extra low. Question, contractors face fines for late or poor work, how do you fine an arm of the Federa Government?
