Sometimes I think these programs are "special" only for the school - that is, "special" because they get extra money for them.
I don't think mainstreaming is the way to go for kids with really serious problems. But it is true that sometimes special ed classes end up simply being the catch-all for discipline problems, which is a whole different matter. And the kids with genuine problems suffer, in either case.
