This sounds like things that happen in a neighborhood where illiterate, retarded trash live.

I'm going to go out on a limb here, and assume that the mother did not think this man capable of doing this act. I'm going out further on the limb, and speculate that the man blamed the alcohol for the act, rather than accepting personal responsibility. A lot of women have been unpleasantly surprised when finding out what some men have been capable of doing.

It would be interesting to find out how this abuse came to the attention of the authorities, if it was from other than the mother, then maybe the character of the mother can be impugned.
