Foster's in his second term as governor and doesn't have any further political ambitions. Difficult to imagine what Bush or anyone else could do to play hardball with him. He's independent enough that any attempt would probably backfire.

How can you play political hardball with a man who has no desire to be in office in just over a year. He's done with public life as far as he's concerned. He doesn't care what threats are made.
