Cleland took the hit for the work of the Leahys and Feinsteins. Nobody said life is fair. Not really...Cleland took the hit for voting along with the Leahys and Feinsteins every time he got the chance - in other words, for his own actions.
His voting record didn't play too well down here in Georgia.
