I see no need to audit individual tax payers. There will still be a necessity for tax audits on retailers, but it should only need to be on the sales records and that they collected and forwarded the tax. There should be no tax reason for a full audit.

I agree. Further, the system is already in place in most, if not all, states to collect retail sales tax. The extra "burden" on retailers to forward part of the sales tax to the Feds would be significantly offset by the elimination of the bewildering tax return small businesses are burdened with.
