They can be tampered with by whoever programs the machines or anyone who ties into the modem or phone line or satellite connection that transmits the vote counting. Or any corrupt voting judges.

Electronic systems can be designed to be extremely resistant against fraud, moreso even than paper ballots [though the paper-electronic hybrids are probably best]. Unfortunately, many systems use flash memory or other storage technologies which may be altered without a trace.
