How about base limiters on stereos?

Actually the real simple solution is to just issue decible meters to police just as radar detectors. The police would have to keep maintenance logs and calibration records. Tickets can be based on laws already on the books.
Noisy mufflers? contradiction isn't it.
It is perfectly legal in many situations to have free flowing exhaust systems.

Once they do that I'm going to design and market an after-market kit that hooks into the CD player to make an electric car sound like like a blown gasser doing 8s in the quarter. I'll be rich. And for that x-tra touch we'll throw in a flame thrower kit.

"That's where they take away my freedom and they rob quiet off of my property and out of my personal space." It's trespass and should be recognized as such in the legal system. Use of loud car radios is already banned in many communities, as are loud exhaust systems, and such banning goes back 50 years at least in some communities.

Attention? Not in my case. Two of the fastest cars I've owned have been "sleepers". Cars that look stock until they come off the line and leave you in the dust.10-4 on "sleepers." Great fun to out-accelerate the guys with loud exhausts. Did that often years ago.
Done right, a high-performance engine will be quiet but still have plenty of power. I never did like all that exhaust noise either.
