Optical scanners ARE NOT ATM machines. How hard is it to change a counting program?

I think that possibly the precinct worker used the wrong term. I don't think they are allowed to reprogram the touch screens but they may be allowed to RE-SET it.

If it was reprogrammed, then what about the people who already voted? Do they get disenfranchised long after they've left the polls?

If there was a deliberate program written to switch votes why would the programer show the switch on the screen ? It wouldn't make sense.
