Al-Qaida is also believed to have sought samples of smallpox for weaponization, but U.S. officials don't believe the terror network is capable of mounting an attack with smallpox.

All they need is a few suicidal nut-cases to expose themselves, get on a few international airplanes and go out of their way to expose the other passengers on the planes and before you know it, you have a pretty good attack mounted.
