Optimum  punishment would be to force feed them estrogen for 6 months which will have them growing breasts etc. Shave their body hair a la Gary Condit, then throw them into a real nasty prison

Nah. I'm still hoping for giving them a ride inside a cement mixer truck with the drum turning. And adding in some bowling balls and cement blocks for variety's sake would certainly add to the entertainment value as well.

But remember, punishment of that sort is not to be cruel and unusual- so it needs to be administered frequently so as to remain commonplace and usual.
