The CIA needs to be in foreign countries, getting to know local politicians and gangsters (when there's a difference), bribing people, stealing things, and pistol-whipping people for vital data.
Too many academic types in the CIA now. A few are essential, especially for document translation (really more of an NSA job) - too many dillutes the organization.
