11. Voters have a right to cast a vote within a process that, once begun, doesn't change throughout the remainder of the election for which the vote is being cast.

Amen. I think that's covered in #1: (Each registered voter in this state has the right to:) Vote and his or her vote accurately counted.

Notice how most every safeguard against voter fraud is nullified by a condition which makes voter fraud easier? Guess who's responsible for changing the rules?
