Renouncing US citizenship would be the perfect punishment for the incorrigibles. No more benefits, no more abuse of the rights of others while using your rights to protect yourself, no more country-club time in "prison", no more welfare or handouts, no more free daycare (aka public school)... THAT just might be a deterrent that will actually deter crime!
