I'm not sure but I believe that the U.N. Hq has the same status as a foriegn embassy ie they are soveriegn turf I say kick out the U.N. & turn the structures over to a holding org. that will turn it into a giant XXX video/novelty store in the lobby & legal brothel on the upper floors.
