The movie makes a claim beyond that: that many black people had refused to give up their seats and they all were arrested, but Rosa Parks had some connection with higher-ups at the NAACP and they made it into a big deal. Meaning, it isn't who you are, what you do, or what you stand for, it's who you know. (But, I haven't verified this, it was just a claim in the movie made by one of the characters. But I suspect that it's true, because if it were false, it might have been actionable libel or slander.)
