I was bothered by this...
He wouldn't see it if it was moving at a high rate of speed, was at a high altitude, and if his focus was elsewhere.
Rule OUT the ISS. Here's a picture through a telephoto lens or telescope at high magnification.
It would not appear as it does in the video, especially during daylight. And while I can't confirm (I can't find the tracking site I used to use for iridiums and ISS) I don't think the ISS was anywhere near Albany at the time.
So, as far as I can see it's either a bug or other object very close to the camera OR possibly a reflection and distortion of a passing vehicle with daytime running lights on.
One thing I know for sure, it's NOT a missle fired at the plane. Maybe it's Calypso Louie's Mothership.
