Why is this racial, and not cultural?
I know a number of successful blacks who are living The American Dream. 1500-2000SF houses in the 'burbs, Lexuses and Tahoes and BMW's, all that. From what I can tell they have largely accepted mainstream American cultural mores. They educate themselves, work hard, don't do drugs or drink to excess, etc., thus leading to their success.
The blacks being discussed in this editorial are living in an entirely different cultural mileau, one that deserves some criticism. These folks will never be successful in the traditional American sense. Many lives will end up in the toilet, as perpetual clients of the Welfare State.
Perhaps the tone is harsh, probably due to the youth and inexperience of the writer, but there is a lot of truth being said. However, due to White Guilt and PC, no one wants to examine the truthful elements of what is being said, and instead attacks the writer from not being sensitive enough.
Off to the reeducation camp with him!

This writer is inexperienced at placing his feelings on "paper." I suspect one - maybe even two - additional editing jobs necessary to force this writer to refine exactly what he's trying to say.
