Although the mountain states may be becoming more Republican [a good thing], the corollary is that the areas which they are leaving are, by definition, becoming more Democrat [a bad thing].
Looks like a wash to me.
Without researching it too much...if the mountain states pickup and/or keep GOP then the Senate maintains two GOP Senators per state and the more populous states like CA and NY keep and maintain more Dem congressional seats.
