You would think that someone in a fast food drive through has a man running from police run into his car - they would remember that. They wouldn't be sitting at home seeing the announcement (It was on all stations here) an go - oh must be someone else's blue car that hit a man being chased by a cop.
My point is that I can think of a dozen reasons why someone who hit someone with a car might not come forward. If it was a third man, why did the perp not get into the car and haul butt. The driver would have been the wheel man. That's what should have happened.
The fact that it was a blue car is all they have. No plates, no description, nothing.
