I wonder if one reason Chief Moose continued to be the face of the investigation was because authorities had reason to suspect a black man, negating any charges of racism from the usual suspects. I know I was surprised at the race of the killers, though not their militant Islamicist views.

Or it was to make the snipers think someone inept was in charge and give them a false sense of security. Chief Moose did not come across well. He bungled sentences. At times his answers to did not match the question asked. He seemed unstable. I wondered if he might be taking some kind of medication.
