Bush did not have to say what he said.

This was an overt and planned comment meant to appease.

If the isue were simply not to fight, he could have avoided the subject (as was always done until Clinton in 1998).

Instead he overtly sided with the Chinese communists.

But I suspect he did that to draw a line there instead of further on the Chinese side.

And, essentially--essentially--I don't think he said anything THAT different from what has been said and certainly implied plenty before.
