I guess the Russians decided not to do the 51-day standoff like the ATF. Looks like they also decided not to burn the place to the ground with everybody inside, which is a classic trademark of the ATF.

Actually, the ATF would have raided the Waco compound within 24 hours if not for the fact that there were children inside and there was no threat to kill hostages.

It takes a RENO and a CLINTON to turn a non life threatening situation into a massacre of innocents.

Actually, the ATF tried to raid the compound when they arrived.

The ATF fired into the building that they knew contained many children -- until they gave out of ammo.
