Of course the folks who built the rockets and the nukes had the advantage of British and Indian Hindu influence when they or their parents were Indian Muslims, rather than Pakistanies. Paks don't have much of a fleet, but only by worldwide standards, by the standards of the region it's number 2. Their army is pretty big even on a worldwide scale, but it's still number 2 or 3 in the region.

Yes, the Communists were definitely an evil empire, and their technical capabilities (what they didn't steal from us) came out of their Western heritage. But one thing sets an atheist Communist above an Islamic suicide bomber - the atheist at least wants to preserve his own life, even if he holds the lives of his enemies valueless. So there's a kernel of sanity there not found in radical Islam.
