Here we go- we already know that Mohammed did it because of Gulf War syndrome. Now we can say that he brainwashed the 17 year old. It seems the only one to blame is the gun, which, according to authorities is "off the streets".
Just slap that Bushmaster, scope and tripod into to the electric chair, put Mohammed in a VA hospital for life (make sure there is proper religous facilities for him!) and give the youngster a hug and a little bit of counseling.

Everything will be all right then.

Police, homeless shelter, schools, YMCA, ... add to that probably welfare and foodbanks.

All being used by illegal immigrants. No fingerprints, no photo identification.
We need to hold those who operate the shelters accountable for their actions.
