I was wondering that too. This was read before the arrest. The Sniper must have given him a good reason to read this riddle.

I don't know. Seems like they would have known it could be a messages to others.
At the time they issued the statement, the warrant was already out.
I think the perp went to sleep in the vehicle and didn't hear all of the late night run-up. Otherwise he would have gotten away from the car and gone to ground.

If they'd vetted it, and decided based on all their information, that it didn't carry any dangerous code message, better to pacify the nut and lull him into imagining he had control of the situation, by broadcasting his silly request.

You are exactly right. There is something odd about this. When Chief Moose issued this statement, they already KNEW who the suspects were and had put out an APB on them. Why broadcast this? They KNEW they were running?
And why do out of his way to say that the "suspects" were "persons of interest" who were NOT considered to be the snipers---I HEARD this!
