• that he's the D.C. Sniper,

it would make the message that he forced Moose to read last night ("We have caught the sniper like a duck in a noose") sound even more like a call-to-action code phrase.

Bingo, some signal was passed. The office of home security should have been involved. The govt is showing itself to be inept at fighting this "war on terror". If enemies began a sniping campaign in different states at the same time, what would the response be?
