did the cop know that a vehicle close to that description had been seen in the shooting the previous week?

From what I can tell and I maybe wrong on the ATB (?) but it didn't come out til later. Not sure.

Okay. But this part of the story is really bothering me, and I'd like to see it addressed. I think someone dropped the ball on an important lead and it is possible some people were killed and/or injured because of it.
