To me this sounds like a psycho nut getting his jollies from jerking the cops around. It sounds exactly the same as that Tarot card message: "Dear Policeman: I am God" Lone psycho nuts get their biggest thrill from ridiculing and humiliating the cops. To me, it sounds exactly like what this Psycho Sniper is doing. Note, by the way, that all those who insisted the Tarot card was a coded Al Qaeda message look very foolish so far. There hasn't been any wave of Al Qaeda activity triggered by that - nothing at all. I'll wager there won't be any triggered by this duck message either.

I am not saying it is al qaeda, I am just saying that there something else at play here. People have to think in the abstract like down is up and up is down kind of thinking. This type of act is so unusual.
